South Africa's waste challenge will not be solved by technology alone. Across the sector, we have watched well-designed systems, vehicles, and digital tools stall — not because the engineering failed, but because the people expected to use them were never brought into the design.
The ZWL Equation
People + Process + Technology = Zero Waste To Landfill
This is the ZWL Equation — Africa's first structured practitioner framework for human change management in the waste and circular economy sector, developed by Binpack.
Why we exist
Technology alone will not solve South Africa's waste challenge.
South Africa's own numbers make the case. An estimated 90% of waste in the country still goes to landfill, and recent audit findings show 97% of landfill sites are non-compliant. These are not technology gaps. They are evidence of a sector that has repeatedly designed plans and systems around infrastructure and process — without designing them around the people who operate, manage, and are affected by them.

In our own experience implementing waste management transformation on the ground, we have seen this pattern directly: initiatives introduced as technical upgrades met resistance not from a single group, but from multiple levels of an organisation at once — operational teams and management alike — because the human and procedural groundwork was never laid before the technology arrived. That experience is the foundation of the ZWL Equation.

Our Method: Design Thinking

The ZWL Equation is delivered through a design thinking approach — a practical method for rethinking waste management plans from the people outward:

Understand the real, on-the-ground realities of the people inside the system, before any plan is drafted
Redesign
Redesign policy, SOPs, and process together with those people, testing ideas at a small scale before committing budget and infrastructure
Implement
Implement technology and systems once people and process are aligned — so change lands on prepared ground, not resistance
Who The ZWL Equation Training Is For
Municipalities
Facing audit and compliance pressure, and mandated to deliver on National Waste Management Strategy transformation goals. The ZWL Practitioner Programme equips officials and management to design waste plans and interventions that succeed the first time — reducing the operational, financial, and reputational risk of failed rollouts.
